Brian Devlin – APSE Associate
Brian has over 30 years’ experience in Local Government and several years’ experience in the Commercial Sector - including 15 years at Executive Director and board level.
He has led on a number of major service and place-based transformation projects, created and implemented a number of public/private joint venture partnerships, and devised and implemented new and innovative service models in both the public and private sectors. He has also led on devising and implementing cutting edge commercial strategies whilst working in both the public and private sector establishing a number of internal trading vehicles in local government and successful commercial joint ventures whilst in the private sector.
Brian had both strategic experience and operational responsibility for many local service functions working latterly for a number of years as Executive Director in a large City authority. Brian led on the commercialisation of services ensuring value for money working across public/private sector boundaries and insourcing much needed capital and revenue funding by thinking doing and acting differently.
Most recently Brian was leading on the Smart Cities Infrastructure and IOT agenda working across traditional public sector boundaries looking at innovative funding investment models for new intelligent city infrastructure and how frontline services can capture and capitalise in making best use of emerging technologies in support of their commercial offering.
Brian holds an MBA, Diploma in Management Studies, a Post graduate certificate in Electronic Business and is a qualified coach.
