Councils across England are facing significant organisational changes, and keeping track of performance during this period can be challenging. To support local authorities, we’ve designed PN Light, a streamlined module that enables councils to monitor key performance indicators efficiently over the transition period.
PN Light draws on our tried and tested measures, offering a high-level set of KPIs that reduces the time and effort needed for data collection. Councils can tailor the module by opting in or out of specific measures to focus on what matters most locally.
This edition launches in April 2026, with a training session for members in June 2026 to ensure councils can get the most value from the tool.

APSE (Association for Public Service Excellence) is a not for profit unincorporated association working with over 300 councils throughout the UK. Promoting excellence in public services, APSE is the foremost specialist in local authority frontline services, hosting a network for frontline service providers in areas such as waste and refuse collection, parks and environmental services, cemeteries and crematorium, environmental health, leisure, school meals, cleaning, housing and building maintenance.
