APSE is a not for profit membership based organisation and is made of up of local authorities across England, Wales, Scotland and Northern Ireland, police and fire and civil defence authorities and associate members from local government trade unions, registered social landlords and leisure trusts. ALMOS and leisure trust can also be members via the parent local authority subject to APSE membership conditions.

APSE also provide services such as performance networks, best value consultancy and lifelong learning and development including training course and master classes.
