The challenge

Increased levels of external charging and trading are an important part of the local government response to cuts in funding.  Alongside greater efficiency and innovation, charging and trading can bring in much needed revenue streams and create economies of scale around the use of capital equipment and  management resources.

Our expertise

APSE has been at the forefront of promoting the use of legal powers to generate income from delivering services on a charged for basis.  Principal Consultant Andy Mudd developed and delivered the APSE Masterclass on Charging and Trading in conjunction with legal partners Eversheds and has assisted a number of authorities to create business cases for taking forward income generating ideas across a range of service areas.  

Our approach

The consultancy takes a practical approach to promoting the use of powers to trade and charge.  This often means coaching, advising and acting as a critical friend to ensure that income generating ideas are robust and capable of gaining wide buy in within the authority.  The emphasis is on business case production  and tapping in to the knowledge and enthusiasm that exists at an operational level.
