Waste: A brave new world

With significant pressures facing local government waste services, and 79% of APSE members reporting a further squeeze on waste and recycling budgets, a timely new research publication has been released. ‘Waste: A brave new world’ explores the pressures on budgets and looks across the UK at how local authorities are responding to new and existing pressures on waste and recycling services.

The report explores:

 

  • The need to meet the requirements of the EU Waste Framework Directive 2008 (WFD) and the implications for existing recycling collection methods

 

  • The need to maintain and improve recycling rates and engage residents more, at a time when recycling rates are flat-lining in many areas of the UK

 

  • The need to respond to the shift in emphasis from quantity as the main measure of performance to the quality of recyclates collected

 

  • A divergence of policy preferences on the frequency of residual waste collections

 

  • Local government reform and the impact of re-organisation in Northern Ireland on waste collection services and the potential impact of changes in Wales stemming from the Williams commission, the debate surrounding English devolution and growth in combined authorities, and further promised devolution of powers to the Scottish Parliament.

Other issues touched upon in this research include waste to energy schemes, climate change, social value, and local economic development; these issues are impacting on strategic decision making but also need to be addressed through localised actions on waste and recycling.
