The business proposal process for this initiative was kick started with a workshop attended by officers from 16 different local authorities in February 2013, along with their lead elected members. A workshop report was produced which can be read here.

APSE (Association for Public Service Excellence) is a not for profit local government body working with over 300 councils throughout the UK.
